ABSTRACT
Manpower
training and development on organizational effectiveness was examined with
special reference to Aba North Local Government. The specific objectives ofthe
study were to determine how inadequate planning affects manpower development in
an organization, examine how communication barrier affects organizational
effectiveness, ascertain, to what extent manpower development bridges the gap
in the knowledge and skills of employees and to examine how training and
development of employees facilitate organizational effectiveness. The study was
guided by a descriptive survey design because it gives detailed information
about issues, problems, events and describes events as they are. Both primary
and secondary data were used. The population of the study was 500 employees and
the sample size of 222 respondents was obtained using simple random sampling.
The researcher used questionnaire for data collection. The data gatheredfor the
study was analyzed using descriptive analysis i. e. frequency, mean and
percentage. Inferential statistic i.e. regression analysis and correlation was
used to test hypotheses with the aid ofstatisticalpackagesfor social sciences
(SPSS). The result ofthis study showed that there is significant and positive
relationship between manpower planning and organizational effectiveness (r =
0.295; p = 0.001 < 0.05 level ofsignificance). The studyfurther revealed
that inadequate planning and lack ofeffective communication are among the
challenges that affect manpower development in an organization (X2c = 121.765
> X2t = 26.296; p < 0.05) also, the study attested that manpower
development to a high extent bridges the gap in the knowledge and skill
ofemployees (r = 0.787, p < 0.05), finally, the study revealed that training
and development of employee facilitates organizational effectiveness. The
researcher recommended that there should be regular manpower training and
development ofstaffs in service organizations.
