ABSTRACT

The case study under investigation is analysis of financial management in the public service the researcher is well aware that accounting and financial reporting in the public service level was * not given adequate attention. The purpose of this study is to identify and examine the study of public service finances and account, and ascertain the analysis of improving sources of public service finances. The study posed the following question what are the source of public service finance? What are the cause of underutilization or revenue generated from public sources ?what factors bring about improper accounting records in tfr£ public service? Is the accounting system of the public services? Empirical analysis was carried on the data collected based on the questionnaire are statement of income and expenditure of public service. The researcher also made detailed library study, simple percentages, and correlation coefficient were used respectively in analysis and testing the. hypotheses. Based on the analysis of the data using the appropriate tools as mentioned above some finding where made as follows: There is no significant relationship between source of funds and execution of development projects at the public service level. Poor quality of treasury staff cause Under-utilization of revenue generated from the public service. The accounting system of the public service is not effective in operation. Poor financial planning and control has resulted in the failure of the public service to curb excess expenditure. Lack of financial data and qualified personnel in management decision have been identified as fact militating agai9nst sound financial and accounting system in Owerri employment of ghost workers among others were detected to be rampant in the public service. Lack of sound internal control makes auditing of the public service financial statement difficult. In conclusion, the study disclosed that Owerri municipal council should not rely only on the statutory allocation from the federation account but should that should avail itself into other avenues of generating revenues in , order to finance its expenditure programmes. The researcher recommended among other things the installation of proper internal control in the public service to check the excess on the public service expenditure.
