ABSTRACT
The paper discusses the concept open access in a traditional library setting and in the electronic or web environment. Open access in the traditional library setting involves unrestricted access to library information resources, while open access in the online environment involves unrestricted access to a set of electronic publications. The paper avers that open access could be made achievable through open access repository; open access initiative and open access journals. It goes further to look at the implications of open access to scholarly publishing, barriers to open access publishing and observed that scholarly publishing is germane to national development
