The teacher and the learner are very critical components I oftheteaching and learning process. This is because the I absence of any one of them will make ineffective the teaching/learning process. The teacher makes decisions on what to teach the learner, how to teach him, decides on strategies and skills to adopt to make for effective learning. He monitors and evaluates whether the learner is actually learning. The teacher has to have a learner to teach because he cannot teach an empty classroom. The learner's attitude to learning and all the other attributes of his help learning to take place. In education, it is believed that learning has not taken place if there is no corresponding change in behavior. The teacher therefore has a very important role to play to ensure that he is effective in class. This agrees with the Federal Republic of Nigeria (2004) in her National Policy on Education that states that no education can rise above the level of the teacher. This paper therefore tries to find out if the teacher is effective in the classroom
