ABSTRACT xi In today’s increasingly digital world, computer literacy is a critical skill, yet many individuals—particularly in underserved or low-resource communities—still lack access to structured and effective digital education. This project focused on the design and implementation of an e-learning application aimed at teaching basic computer skills to beginners. The goal was to bridge the digital literacy gap by providing a user-friendly, accessible, and interactive platform that supports independent learning in core computer areas such as internet use, file management, word processing, and keyboard navigation. The methodology adopted for this study combined qualitative data collection (via questionnaires and system analysis) with a prototyping-based software development approach grounded in Agile methodology. The system was implemented using open-source technologies including HTML, CSS, JavaScript, PHP, and MySQL, ensuring broad compatibility and cost-effectiveness. Key system components included lesson modules, quiz engines, a learner progress tracker, and an admin dashboard for content management. System analysis revealed significant limitations in existing manual or informal learning systems, which the proposed solution effectively addressed through automation, interactivity, and structured content delivery. Testing was conducted to evaluate system performance, usability, and reliability. The results indicated that the application performed efficiently across devices, provided accurate feedback to learners, and was well received by beginner users. The project concludes that e-learning platforms tailored to foundational digital education can play a significant role in closing the digital divide. The developed system not only provides a scalable model for ICT education but also lays the groundwork for further enhancements such as multilingual support, offline access, and integration with certification programs.
