Evaluation Of Capital Budgeting On The Performance Of Government Establishment (A Case Study Of Federal Government College, Ohafia) In Abia State
ABSTRACT
Budgeting in its comprehensive sense includes not only budget
planning but budgetary control as well. It is thus; reflection of the
initiation or effort by government towards her targets and goals.
From the defmition of budget as a fmancial and or Quantitative
plan of action over a period of time of government towards
actualization of a set targets. A number of defmitions put forward
by various authors however revolve around the acquisition,
administration and use of accumulated resources with aimto
stabilizing the economy at any given time frame.
According to (Anyanwu 2003) Budgeting emanated from the
developed countries of the World such as Britain, France and
United States of America as a result of fmancial crises in their
government system in the early centuries. Consequently, the
conflict of interest between the legislative and executive arms of
government in Britain for instance, and the decline in the Federal

System of rulership brought about the issue of budgeting in that
kingdom. The kings and their Principles Capitalized on the decline
of the Federal System to collect resources for their ventures through
taxes instead of dues. With the coming of the tax system: as
provided in the ENGLAND MANAGEMENT of (1216).
