ABSTRACT

Budgeting is therefore a method of translating the goals of the enterprises into operational terms, disseminating these goals to the appropriate decision makers and facilitating, coordinating and controlling actions of the various sub-units within the organizations. According to Bessong (2005), budgetary control is a quantitative statement for a defined period of time, which may include planned revenue, expenses, assets, liabilities and cash flows. He also state that, a budget provides a focus for the organization, aids the coordination of activities and control. Adeniji (2004), state that budgetary control is that part of overall system of responsibility accounting within an organization. It is a system of accounting in which cost and revenue are analyzed in accordance with areas of personal responsibilities so that performance of the budget holders can be monitored in financial terms. The aim of budgetary control is to provide a formal basis for monitoring the corporate performance of business enterprises as a whole and of its component parts toward the achievement of the objectives specified to the planning budgets. Following the fact that the future is very un-static and changes in business environment relating mostly to external factors such as socio-economic, political and technological, a lot of business enterprises find it difficult to continuously earn profit that could provide a fair returns on the capital invested in the business.
