ABSTRACT

Ineffective   revenue  generation   in the  local  government   has  been  a prolonged issue,  coupled  with the accounting  system  which  seems  to fall short of the idea which  prompted  this study on the "Appraisal  of Local  Government   Accounting System   and   Fund   Management    in   Nigeria   (A   Study   of   Umuahia   North, Umuahia  South and Bende  Local Government   Area)".The  purpose  of this study among  other  things  was  to establish  the adequacy  of accounting   system  which provides  the necessary  financial  control  and accountability,   in the same  vein to ascertain  the  effectiveness   of its  revenue.  The  works  of various  experts  in the public   sector   accounting,   local   government   system   and  administration    were reviewed   in  detailed.The     study   has   a  population    60   staff   of  the   finance department,   which    falls within  the  survey  range.   Out  of the over,  a  sampling size  of 20 was  determined    through   the  use  of Taro  Yamane  fonnular.   In the analysis  of the questionnaire   which  was the major  source  of primary  data used in simple  percentage  were adopted,   whereas  a_ one way  ANOV A statistical   tool was  used  in testing  of  hypothesis.    The  outcome   of the  stud~  r~veals  that  ~he method  of revenue  generation  in the  local   government   council   ts  not   effective due to over dependence  on statutory  allocation
