ABSTRACT

The study investigated the availability and utilization of Information and Communication Technology (ICT) facilities in the management of Colleges of Education (COE) in South Eastern States, Nigeria. Five research questions were posed for the study and five corresponding null hypotheses were tested at 0.05 level of significance. Descriptive survey design was employed. Population of this study consisted of 6275 administrators which comprised 407 academic administrators and 8501 non-academic administrators across 12 Colleges of Education (Federal, State and Private). Sample of the study was 378 respondents which comprised 15 academic administrators and 363 non-academic administrators from a sample of 12 COE in the five states. Instrument for data collection was researcher’s developed questionnaire titled ‘Availability and Utilization of ICT facilities Questionnaire’ AUICTFMCEQ. The instrument was face validated by three experts. Stability and internal consistency of the instrument was 0.78 and 0.73 respectively. Mean and standard deviation were used to answer the research questions, while t-test was used to test the null hypotheses at 0.05 level of significance. Findings from the analyses revealed that ICT were available to a high extent, as the available ICT facilities are adequate and utilized to a low extent. Also competencies for effective utilizations ICT were possessed to a low extent by the administrators in the management of COEs. Based on the findings it was recommended there should be adequate provisions of provision of alternate power supply to complement the power supply so that there will be effective utilization of ICT facilities in schools and there should be periodic training of administrators of COEs on competencies required for effective utilization of ICT facilities for the management of COEs through capacity building workshop.
