ABSTRACT

The practice of marketing, presently, is no longer confined to profit-oriented organizations, but in the public sector where profitability is de-emphasized. This led the researcher to investigate the effect of the practice of marketing in the public sector, by laying much emphasis on determining the most efficient method of ensuring that government procurement policy and objectives are achieved in Nigeria, with reference to the Ministry of Works and Finance in Abia State. However, the study still investigated whether due process is the most effective strategy for the value of money in public procurement; to determine the effect or possible outcome of abiding by government laid down policy and procedures; to examine how the process of tender and contract certification can serve as one of the best ways of preparing Local Purchase of Order (LPO) in the Public Offices. The study made use of 93 sample size determined from a population of 120 which was computed using Yaro Yamen's method. Primary data were collected using questionnaire which were later analyzed with simple percentages while the null hypothesis were tested using simple regression model. After the analysis, it was observed that there is the need to follow due process In the public procurement. Thus, public procurement practice should be adopted in the public sector.
