ABSTRACT
Public office holders are the engine room of every government as they make up thecivil service and one of the agents of development in any nation. The transformation any society or system depends on the effectiveness and efficiency of its civil service,particularly, the developing societies. The paper examined the need to effectivelyassess the actors of civil service to ensure that they are motivated to give their best.
