ABSTRACT
The paper discusses Provision of Library and Information Services to Special Groups. The identified special groups by IFLA (2017) which the paper focused on are: the blind/visually impaired; deaf and dumb; hospitalized; prisoners; Aged/ elderly; children; crippled/lame; homeless; and illiterate and literate rural dwellers. The topic is discussed under thefollowing sub headings: Introduction; Library and information services: Conceptual explanations; Concept of specialgroups and their needforlibrary and information services; How to achieve effective library sendeesto specialgroups in Nigeria. In conclusion thepaperpoints out that library and information sendees to the disabled orspecial groups are services that relate to theirpsychological and social lives to help bring about their happiness, achievements andfulfillments as closely as possible to be atpar with the normal/able bodiedpersons hence the servicesshould be encouraged and sustained byallmeanspossible.
