Let me begin by expressing my gratitude for being part ofthis decisive step to get our dear country Nigeria out of the trap of oil economy and onto a new height where sustainable economic development is possible. This paper is particularly apt at.this point, because the whole essence ofthis capacity building is about how we can convert the nation’s domestic crises into new energy that would activate the basic capacities that our countiy would need to participate effectively in the highly competitive global economy where the future of every economy lies.
