This paper exposes the pitiable state of our primary school system and noted that with' such problems on ground. It becomes clear that the objectives of primary education as documented in its National Policy on Education (2004) have not been achieved. In the light of this, it becomes more complex to implement a more robust curriculum of the Universal Basic Education when these objectives of the primary education have not been properly achieved. To this effect, the paper suggests that developing and encouraging creativity among primary children will go among way to salvage the collapse. of the new Universal Basic Education as others did.
