ABSTRACT
Nothing in this world is stable. The economic policy of a nation is never stable; its socio-political system changes with time and such changes will continue to affect the role of government, the trade unions and the employers of labour in the new system. It is therefore proper to explain some of the key concepts of this paper. These include change, industrial relations, government, trade unions, employers and dere9ulated economy. Change is a new way or method of doing things. Such change could be in administration, government policy, a positive shift in attitudes, or new pattern of interaction in industrial relations.
